Botschaftsrätin Onishi bei der 1529. Sitzung des Ständigen Rates der OSZE (24. Juli 2025) / Counsellor Onishi at the 1529th OSCE-Meeting of the Permanent Council (24 July 2025)

Am 24. Juli nahm Botschaftsrätin Rumi Onishi an der 1529. Sitzung des Ständigen Rates der OSZE teil.    

Unter dem Tagesordnungspunkt „Bericht des amtierenden Leiters des OSZE-Programmbüros in Duschanbe“ begrüßte Botschaftsrätin Onishi die Unterzeichnung des Vertrags über die kirgisisch-tadschikische Grenze im März dieses Jahres und äußerte die Erwartung, dass der Abschluss dieses Vertrags nicht nur zur Förderung der Beziehungen zwischen den beiden Ländern, sondern auch zur Förderung von Frieden und Stabilität in der zentralasiatischen Region beitragen werde. Sie brachte außerdem Japans Besorgnis über die erneute Instabilität in Afghanistan und die negativen Auswirkungen auf die regionale und internationale Gemeinschaft zum Ausdruck, bevor sie Japans Anerkennung für den „Rahmen zur Bewältigung der Auswirkungen Afghanistans in der OSZE-Region (RIAOR)“ zum Ausdruck brachte. Im Rahmen dieses Programms ist Japan der größte Geldgeber für das Border Management Staff College in Tadschikistan und an der weiteren Entwicklung des Projekts interessiert. Abschließend gratulierte Botschaftsrätin Onishi zum Erfolg der „Internationalen Konferenz zum Schutz der Gletscher“ im Mai, die von der Regierung Tadschikistans und den Vereinten Nationen veranstaltet wurde, und würdigte den Beitrag des OSZE-Programmbüros in Duschanbe.  

On 24 July, Counsellor Rumi Onishi attended the 1529th Meeting of the OSCE Permanent Council.  

Under the agenda item “Report of the Acting Head of the OSCE Programme Office in Dushanbe”, Counsellor Onishi welcomed the signing of the treaty on the Kyrgyz-Tajik border in March this year and expressed the expectation that the conclusion of this treaty will contribute not only to the promotion of relations between the two countries, but also to the promotion of peace and stability in the Central Asian region. She furthermore shared Japan’s concerns about Afghanistan's renewed instability and the negative spillover effects on the regional and international community, while showing Japan’s appreciation for the OSCE's “Framework for Responding to the Impact of Afghanistan in the OSCE Region (RIAOR)”. Under the framework, Japan is the largest cumulative donor country to the Border Management Staff College in Tajikistan and is interested in the further development of the project.  

Lastly, Counsellor Onishi also conveyed her congratulations for the success of the “High-Level International Conference on Glaciers’ Preservation” in May, hosted by the government of Tajikistan and the UN and appreciated the contribution of the OSCE’s Programme Office in Dushanbe.
