Am Morgen des 25. August nahm Botschafter Iwama Kiminori an der 1530. Sondersitzung des Ständigen Rates der OSZE teil, die anlässlich des ukrainischen Unabhängigkeitstages (24. August) und vor dem Hintergrund von dreieinhalb Jahren seit dem russischen Einmarsch in die Ukraine stattfand.

In seiner Rede gratulierte Botschafter Iwama der Ukraine zum Unabhängigkeitstag und äußerte seine tiefe Besorgnis über die anhaltenden russischen Angriffe und den tragischen Verlust wertvoller Menschenleben. Er erklärte außerdem, dass es von größter Bedeutung sei, zwei Ziele zu erreichen: einen baldigen Waffenstillstand und die Verwirklichung eines gerechten und dauerhaften Friedens in der Ukraine. Botschafter Iwama erwähnte, dass die G7 während der Telefonkonferenz der Außenminister der G7 am 24. August vereinbart hatten, Russland dazu zu drängen, sich umgehend und ohne Vorbedingungen an den Friedensverhandlungen zu beteiligen.

Botschafter Iwama stellte außerdem die „Ukraine Mine Action Conference“ vor, die am 22. und 23. Oktober in Tokio stattfinden und gemeinsam von Japan und der Ukraine ausgerichtet werden wird. Er sagte, die Konferenz werde eine wesentliche Grundlage für den erfolgreichen Wiederaufbau und die nachhaltige Entwicklung der Ukraine bilden. Er bekräftigte, dass Japan in enger Zusammenarbeit mit der internationalen Gemeinschaft und dem privaten Sektor alle Anstrengungen unternehmen werde, um das Wirtschaftswachstum und den Wiederaufbau der Ukraine zu fördern, mit Blick auf den mittel- bis langfristigen Wiederaufbau des Landes.

Am Nachmittag nahm Botschafter Iwama an der 1531. außerordentlichen Sitzung des Ständigen Rates der OSZE teil, die kurzfristig einberufen worden war, um über die Entscheidung zur Auflösung der Minsk-Gruppe und damit verbundener Strukturen zu beraten. Botschafter Iwama begrüßte die am 8. August in den USA veröffentlichte Gemeinsame Erklärung der Staatschefs Armeniens und Aserbaidschans und brachte seine Hoffnung zum Ausdruck, dass das Friedensabkommen so bald wie möglich offiziell unterzeichnet werde. Er äußerte zudem die Hoffnung, dass die Unterzeichnung des Friedensabkommens zu einer Normalisierung der diplomatischen Beziehungen zwischen den beiden Ländern und damit letztlich zu einer endgültigen Lösung des Konflikts führen und der Kaukasusregion dauerhaften Frieden und Wohlstand bringen werde.

On the morning of August 25th, Ambassador Iwama Kiminori attended the 1530th Special Meeting of the OSCE Permanent Council, held to mark Ukraine's Independence Day (August 24th) and to reflect on the three and a half years since Russia's invasion of Ukraine.

In his remarks, Ambassador Iwama extended his congratulations to Ukraine on its Independence Day and expressed deep concern over the ongoing Russian attacks and the tragic loss of precious life. He also stated that it is of utmost importance to achieve two goals: an early ceasefire and the realization of a just and lasting peace in Ukraine. Ambassador Iwama mentioned that during the G7 Foreign Ministers' Telephone Conference held on August 24, the G7 agreed to strongly urge Russia to promptly participate in peace negotiations without preconditions.

Furthermore, Ambassador Iwama introduced the upcoming “Ukraine Mine Action Conference”, scheduled to take place in Tokyo on October 22-23, co-hosted by Japan and Ukraine. He said that the conference will serve as an essential foundation for the successful reconstruction and sustainable development of Ukraine. He affirmed that Japan would make every effort to promote Ukraine's economic growth and reconstruction, in close cooperation with the international community and the private sector, with a view to the country's medium- to long-term reconstruction.

In the afternoon, Ambassador Iwama participated in the 1531st Special Meeting of the OSCE Permanent Council, convened at short notice to discuss the decision on the closure the OSCE Minsk Group processes and related structures. Ambassador Iwama welcomed the joint declaration signed on 8 August by the leaders of Armenia and Azerbaijan in the United States. He expressed hope that a formal peace agreement would be concluded as soon as possible and that this would lead to the normalization of diplomatic relations between the two countries, ultimately resolving the conflict and bringing lasting peace and prosperity to the Caucasus region.
